you can put SparkIV anywhere, it does not need to be with GTA, it's just a tool that helps you edit the .img files.

my TS address is 207.161.44.135 (you won't need a port number) I do not use ELS due to it's buggy nature. Mods I use: LCPD:FR (obviously), VDH TowingService, SNT, I do have custom cars, and uniforms the img files are shared in the lobby file browser. (Please back up all your files before using my .img's. I will not be responsible for lost cars) I also have an updated handling.dat (for some cars), and an updated peds.ide so SWAT does not crouch. My GFWL account is below, as well at my Seam Username(if you use it)

You can also edit the .ini file to turn off keys at start so you don't have to do it every time :D

non-ELS cars you can use / to toggle 3 different light modes (without sirens). I've stopped using ELS due to how bad it is, and I'm waiting patiently for Illumination, which will be a ELS replacement.

there is no such things as 1.0.7.6....http://support.rocks...d-title-updates that's the official updates, I suggest that you get that checked out. Also you can download GFWL from here: http://www.xbox.com/.../downloadclient, LCPD:FR should automatically detect your GTA IV folder location. As for adding mods, if it's cars you will need a copy of SparkIV or OpenIV (both free use google to find them) and replace the files (most mods give good help files), for mod programs then most go in to the scripts, but check any read me first.txt files as they usually tell you where to put files.

also xliveless is not supported by LCPD:FR it causes more troubles, I would run the LCPD:FR instillation and make sure you check to install dsound, and then get rid of xliveless. (unless your running a cracked copy)

CTRL+T is the correct key. Tom H is smoking crack and the other guy has probably changed his default key. But the default is left CTRL + T

*EDIT*I added the cars in via SparkIV, and the map was blank, and also no peds showed up, after replacing your files with the backups, everything is fine again. Re-added the files again, and they work fine, must have been a glitch. Amazing mod, just I don't use ELS, and the normal lights do not work :( (for some reason I can't actually edit my fine, it does not give me a submit button)

I added the cars in via SparkIV, and the map was blank, and also no peds showed up, after replacing your files with the backups, everything is fine again.

ok ELSV6 is known to be buggy, I no longer use it, and experience increased play times. Try ELS V5, it's more stable. *EDIT* Stupid double postings, idk why it's doing this.

if you use High-Poly cars that could cause a lot of strain on your system, and really the only way to improve it, is to upgrade your computer with a monster CPU, RAM and GFX card. Give us your computers specs, and we can see if your computer is ok for the game or not.

plus also get any mods your interested in, and follow the instructions that come with those mods, you require OpenIV or SparkIV in order to change cars.
