I'm making a C#, but i'm just starting out, I'm no pro.

is there a readme included? then read that first. Also as a rule of thumb, scripts that end with .net.dll go in to the scripts folder, and if it ends with .asi then they go in to the main GTA folder. (obviously the .ini files will go in the same folder as the script)

So I'm working on a new mod, and it uses a .dll file that has to be downloaded. The problem is having it on my computer works fine, but I am starting to get others to test this program, and then they get errors, I know that I need to send out the .dll with the script, but the problem is I don't know where to tell them to put the .dll to work. I tried the scripts folder, but that has not worked. Does it need to be in a specific area?

well a 3+ MB car is pretty high polly, and GTA might be having troubles loading it.

What you will be able to do: Create Reports Edit Reports Access our Citizen Database Modify Citizen Database This is a web based program much like the MDC by Braveheart, but this system does not give you callouts. You will need to respond to callouts using LCPD:FR or Bravehearts Policing Script, and then file the reports as needed. For traffic stops you will use the names given to you by LCPD:FR, you can also use the names given to you by Police Helper by Abraxas in the Citizen Database. Well the FNF saga seems to have a different story line that a NFS game would. EA is probably only allowing them to use the title of NFS, hopefully they will let the director take control of this movie, and they stay away from it, then it might turn out decent enough. *EDIT* I just found out DreamWorks is backing this movie, they have been able to make some good moves, so lets hope they can do a good job here.

if it was a software update, you can try rolling back to the previous update (it is known that some updates break more than they fix), this could be your only solution for now.

It's harder to register as a Non-Profit, you must use a dedicated email address, not a google, or hotmail, so you must purchase hosting, and a domain name before you can apply for it now, otherwise I would have done it. And a NPL allows you 10 virtual servers max, with a combined 512 limit.

which is what i assumed, so I told you how to install the skin, make sure you have the model that it was made for. When you downloaded the file, it would have told you what model it was designed for.

There are some that speed, on the Highway the Speed Limit is 40~ roughly, and u will see people speed from time to time, but remember the AI is mostly coded to follow the rules, there is no random chance of them speeding, and as of right now, I don't believe there is a mod to make them speed.
