I just checked some real images. They did in-fact have it to the left of the seal on the Actual 78. -
Lovely. At the angle it looks like the lightbar setup is massive. -
Type In ForceDuty in the console and it will save you from returning to the station.

What your specs. Particularly GPU. I know V has leakage issues with 2GB cards and LSPDFR loves texture loss on them too. I had this issue until I upgraded from a 650 2GB to a 750 4GB.

Police3 is located in Patchday4. As with your Police Radio isssue, It happens now and again, Reinstalling might help.

Repeat The Process However Before You Import Make Sure You Have Not Highlighted Any Of the Existing AWCs. That's Why You Are Getting That Error.

IV was the worst ported GTA game to PC. Thats why it crashes all the time even with the best PC.

LCPDFR needs to be installed on GTA IV Version 1.0.7.0 or Grand Theft Auto IV: Episodes From Liberty City Version 1.1.2.0

Read the readme included the the 0.36 download and you should be fine. Copy everything except SDK and Licenses folder to your GTAV directory
