Disable fullscreen optimisation, disable all Windows 10 gaming stuff from the Settings app, and are you using an ENB and what mods are you using.
 
Sorry you have to have this, its annoying as fuck. I never had it but ENBs only return a black screen for me.

Depends on you what you like,if you like the San Andreas map then get LSPDFR but if you like realism and Liberty city then get a LCPDFR,depends which game you like more.

Awesome, can't wait to try it out    I think It's very hard to make these mods for gta IV, I try it myself and that was impossible, people should need donate for such a job

Yea, you got that right. I've already got a backup plan for creating NooseMod without LCPDFR support. Besides, I've already made other cool stuffs for this LCPDFR, one of them is the redux version of SuperVillains. Thanks for the advice.

LCPDFR and the Scripthook are not compatible with the recent unexpected GTA IV update. To make use of script modfications and LCPDFR again, we've compiled the following tutorial that will downgrade you to 1.0.7.0, the last version of GTA IV supported by the Scripthook.
This tutorial will work with GTA IV and GTA EFLC.
 
First, in your GTA directory, rename paul.dll to paul.original.dll. Go to this Rockstar support page and download the patch.

On a side note, Abraxas is a fkn legend man. It's a real shame he had to leave, he could have done a way better job than all these kids popping outta nowhere with their lame ass GTA V mods. 
Bring back the LCPDFR days, the creativity, the rawness and the dedication.

If it's playing and working then you can ignore mismatched version error. The log check error is probably due to an unrelated issue that would not affect play.

IMO LCPDFR and IV is general is more realistic and fun to play. LSPDFR's frisk system and results are a laughable joke too. LCPDFR is also far more stable. Not to mention the use of Natural Motions Euphoria Physics Engine was used 100x better in IV than V. I feel nearly every aspect of IV is better than V aside from graphics and online content. Then again it seems I am the only one who thinks singleplayer games are good anymore, and graphics don't make a game good. V is some bright and shiney easy going arcade title, where as IV is gritty, dark and way less forgiving. Always happy to see people returning to LCPDFR, as I personally have never moved on from it. Maybe in a few years when LSPDFR's content is not all vehicle and ped mods I will get on board.

I just played LCPDFR with this script,and it's awesome ! :D.You can easily roleplay as a noose entering wanted person house,because when you enter the house you will get attacked by armed citizens.

Look at GTAIV downloading stats, at newest car packs and police peds there are more than 1000 downloads...  so lcpdfr is pretty much alive, even there are no new mods

Recently I found great old script mod which allow you to open all house doors in Liberty City, and find out that this is great idea for police job and play along with LCPDFR. You can go to more than 200 rooms with your partner, question suspects in house, arrest them, shoot them if they attack (which they do a lot) and so on.. I was just tired that most of all police missions happens middle of the street.
 
Script works fine with 1.0.7.0 patch, try out and have fun :)

This is not texture or timecyc or ENB issues.
 
This is the ped head texture issue. Just change anther ped and it will works. Some ped with multiple heads are more likely to cause this issue.

Your textures look quite low, that may be the issue.

GTA IV definitely is worth it, it's much more realistic than V and lspdfr.

GTA IV is ultimately the best video game in existence in my opinion. You don't need poorly made car mods and all that ENB trashlid filter crap to enjoy that masterpiece of a game. They take away from the experience. Buy it, play the story, free roam the city, and just take in the ambience.

Some ideas for Dodge Durango 2016
It would be awesome if someone make this car for GTA 4, great looking police car and slicktop version. 

There is no need to uninstall the entire game. This is explained in the topics above.

LCPDFR is way better than lspdfr by a far shot. I would love to get back into this. If some one to can find a fix that will work with the new patch would be great. 
Just a random thought is it lcpdfr or script hook thats the issue?
