    So you have this great shoulder patch, you spent hours perfecting it so it looks just so. You wanna give it to a ped, but there's a problem: its too smooth! it'll look like it was cheaply screenprinted on the uniform, and that's just not right.
     
    You wanna give it a clothy appearance, like a patch that they sew onto the uniform. So first, you're gonna navigate to Effects>Noise>Add Noise. Adjust the color saturation to 0, and the intensity to anywhere between 5 and 25, depending on your personal preference. what you get should look something like this:
     
    So you finally have the desired slightly rough, cloth look. But you're not done. You wanna make it look embroidered- real patches aren't just flat. They have bumps in the details and lettering, which are embroidered onto the base patch. So you're gonna select your patch (otherwise the background is gonna get the effect too) and go into Effects>Stylize>Relief and adjust the angle to 90 degrees. the result should look similar to this:
     
    And voila! you're done! It has the bumpy embroidered effect AND the cloth look! It's realistic! You can finally save your work and put the patch on a ped.

    You might want to check out https://www.patreon.com/lcpdfr
     
     
    Set it as your action in the Interaction Menu and then you can perform it by pressing Caps Lock or by pressing in RS + LS on a controller.  You can press once to toggle the state or you can hold the key down to perform the action as long as the key is held.  You don't need to have the menu open to do this.
     
    While the action is running, just right click (or whatever your aim button is) to quick draw.  It doesn't matter if you had a weapon selected or not, only that you have one available in the pistol slot.

    Nothing changed in terms of the legality of modding. Google is not involved at all and most likely would not involve themselves in this. If anything, Take Two would abuse the content ID system to remove videos using mods, but I seriously doubt that would ever happen.
     
    Something seriously needs to be cleared up: Take Two does not and cannot make laws. They did not make modding "illegal." No one will ever be arrested for modding their game. Why GooD-NTS used the term "illegal" is beyond me, probably just for publicity.

    I don't think it's an over reaction, it could turn into a domino effect, consider the fact that many modders players upload videos to Youtube what happens if Youtube I.E. Google says nope it's illegal now and we don't want you uploading any more modded videos?

    I agree, in a way. I would really love to see some form of organized resistance, beyond the whole petition thing. Also hopeful elements of the media catches onto this and have a closer look. Stuff like you mentioned had it's shock value, but something bigger and better would give it new life.
     
    Still, even if they put 'em mods out... They're right. Fuck 'em.

    Can everyone chill with the low-effort "fuk T2" mods? Look, I'm pissed too. And for a brief period of time, the protest mod was wonderful. It was a statement. But now, the novelty's been killed, stomped on, violated, given syphilis, thrown in a ditch, and called mean names. Now everyone and their dog is making a "FUK T2" mod in some way or another. And this would be fine, if any of them had any effort put into it. They're all pretty much the same, just the T2 logo with either one of those crossed red circles over it or some form of profanity. And somehow, everyone piles on the praise just because "fuck T2". We're about to be up to our testicles in low effort garbage. If you wanna make a protest mod, maybe something that causes T2's lawyers' computers to spontaneously combust would be a good start instead of polluting the downloads section.

    It's an odd attitude change from Rockstar, as GTA SA and GTA 4 sales were certainty advanced by the modding community.
    On our social media platforms and on the forums here alone, we hear a lot of people just buy GTA 5 for modding it. This is a truly depressing turn of events if true, and I can't see myself funding Rockstar Games/Take Two in any way in the future if that's the case.

    Now you may still have OpenIV on your computer if you didn't overreact like some spastic tweaker, but you'll see a new update (version 2.9) or a new message.

    Now you know you're no lawyer, but you're an edgy pre-teen who likes GTA V minion mods, or some short circuit light bulb who drives around in a retired fleet car with amber "warning" lights, with thin blue line garbage plastered everywhere the rectangle will fit, and pretends to enforce his neighborhood watch program while being as grey as he can with the law, but who uploads YouTube videos with that there __PDFR mod, where they could do all those things that would be in direct violation of your state and federal laws. Yet let's assume you'll get some knowledge from my simple how-to topic here that'll hopefully let you see that nothing has changed and you're not as sol as you think you are.

    The deeming of modding "illegal" was done by Take Two Interactive Rockstar's parent/mother company/publisher. Rockstar Games has come out before support modding their game but Take Two I guess it much more against it and has called it illegal in all of its games including Mafia, NBA 2K17, and Rockstar Games.

    This is unbelievably stupid. It's annoying to us, sure, but It'll be fairly devastating for rockstar. If GTA isn't moddable, I guarantee they lose at least half of the people that play single player even on a semi-regular basis. I can't remember the last time I played online, and I know there are tens of thousands of people like me. There's pretty much NO reason to buy any rockstar game on PC as opposed to consoles now. I'll just pick up GTA 6 for Xbox one, play through the single player once and never play the game again. Their PC sales will PLUMMET

    This is something very odd with Take2. Many gaming companies (Especially open world games it would seem) are fairly open to the idea of modding. Some prime examples being Arma, 911:First Responders (Although the newer games aren't exactly mod friendly), Cities: Skylines, etc. All of these Devs seem to realize that modding keeps a game alive. I just can't believe that the GTA devs have failed to recognize how the modding community has kept these games alive for years after their expiration date.

    the LA Pack is somewhat accurate. regarding the CVPI, FPIS and 13 Explorer. 
     
    there is also an accurate 16 FPIU released on gta5-mods (POLICESCO model). but i do agree, more LAPD packs should be released. We had heaps in GTA IV.. which wasn't realistic since LC is NY.. so LAPD didn't fit... now we have LS/LA there's no LAPD packs.. in fact there are more NYPD vehicles for V than there are LAPD
