Wouldn't hurt to uninstall, as for not knowing how to use openIV, Google is your friend. Run your game with lspdfr only, no mods, nothing.

I'd advise not to use GTA IV Vehicle Molder Installer, its quite easy to install models/textures with OpenIV.Most APUs can't run ENBs, so that may be causing your crashing.Do as Counthink4 said to do, also there is no such thing as 120 bit OSs :)

In theory, you never want to use the normal Notepad because of how its not made for editing files that are a config, or even something like this. No, I've never had any issues with loading plugins a different way.
