Synapt is right. Each key has a numerical value associated with it. I checked it out for you and numpad 7 is "103", numpad 8 is "104" and numpad 9 is "105".

Pressing P in GTA IV activates motion blur and makes the game fuzzy. Just press P again to undo it.

You should listen to Iconography, he definitely knows something about computer hardware. Take a look at his profile interests first. I have an intel core 2CPU6600 @2.40ghz and an Asus GTS450 GPU so I would consider that as a mid range system. I have no problems at playing with highest settings, LCPDFR, ELS and police car mods. I get an occasional crash and some texture pops here and there but that's something you have to accept when modding a game.

In 0.95, just select your melee weapon, aim at the suspect and press "E". You should get the option to choose between arrest and citation. I believe F9 is citation.

Well, I know the belgian penal law and here in Belgium, no license or a revoked license means no car. The driver would be stripped of his car and given a notice to appear. If the officer has a reasonable suspicion of drugs or weapons, he can frisk the suspect/car. An arrest is only necessary if there is a warrant, if he fails to comply, if frisking the suspect lead to incriminating evidence or if he had previous citations for driving without/revoked license. It all depends which country you live in and your own preference.

I totally agree and I'm happy to hear an American say that. All we saw here in Belgium, in the news after he was killed, was Americans cheering in the streets. My professor international criminal law also pointed out that only the USA could sneak into a country, shoot a bad guy, dump him into the sea and never speak of him again.
