  1. Not really, no. You don't "own" the game specifically. You own a "license" to the game, an agreement between you, the user, and the company, in this case Rockstar, to use their product. Key word their product. This is true for every game. You also have to understand that Rockstar's creative and artistic direction in what they want and see in their games out rules what you or I want. It's kind of like if you decided to draw a big picture of let's say, the Ocean. Then, someone comes along and says "hey, this would be better if it had the entire cast of The Little Mermaid in it - also, frogs because everyone likes frogs!" When all you really wanted was to draw an Ocean. Don't get me wrong, I don't disagree with you, I wish Rockstar would be more lenient to mods, mostly because Rockstar has created a vast world with seemingly endless possibilities. But, at the same time Rockstar has already created a product that by vanilla standards millions and billions seem to love, from the very start of the GTA franchise.
  2. That's a bold statement to make when Rockstar's initial release back when the game was only available to Console's hit record high's. They made a whopping $1 billion dollars by the end of the first week and $800 million on the very first day. By the end of the year they nearly reached $2 billion, and I can only assume once the PC version hit that they went over that amount by half. I don't disagree in that Rockstar should allow mods to be more free and accessible, perhaps mod tools - but Rockstar on the other hand is one of the few companies where people like their solid foundation of the game. They typically always deliver in making a solid all around product, in which for this I don't think mods in that respect would affect sales for them too much, if at all. GTA has always had a solid crowd behind it, regardless of the fact that the mass media and countless "anti-violence" protesters attempted to derail their franchise and all around train, this is even more true before Multiplayer gaming became a central focus in the industry. When Call Of Duty hit, that took GTA off of its pedestal for being one of, if not the most popular game out there (regardless of genre differences), up until this point Call Of Duty kept nailing record high's, over and over. Up until now, GTA V retook its pedestal, they took Activision and effectively thrown them off of it. However now the meat and bones is based around Rockstar's Online component, although the Single Player is still a very well designed part of the game. In other words, people before 'mods' became a huge trend in the industry (both for Singe Player and Multiplayer), enjoyed the 'vanilla' part of GTA regardless if it had a fancy Police system/mod in it, mostly because the game was not built in mind of actually being a cop, it was built with the free roaming, do anything, do everything you wouldn't otherwise be able to do in any other game or, alternatively, real life.
  3. Is it or would it be possible to implement Callouts that either specifically involve dogs or involve dogs plus pedestrian(s)? Does the dog logic in GTA V have any sort of moddable capability whatsoever or is it even capable of being tasked with something? For example it would be kind of cool to be able to respond to a dog viciously attacking its owner or a variant of a dog on the loose attacking random pedestrians. Similarly it would be neat if there was a callout pertaining to a pedestrian using the dog as a weapon, getting the dog to attack a store owner in an attempt to rob the place. Alternatively having the dog owner just simply not give a damn that its dog is attacking other people, giving you different choices based on the owner's compliance. Perhaps it's not possible to even implement calls involving dogs or implement the dogs at all, but I've been attacked by dogs in GTA V LSPDFR - particular in the gang areas. This could lead to some interesting roleplay scenarios, especially in the future if there is the ability to treat civilians temporarily until paramedics arrive. Or, if you arrive too late you find the owner bleeding to death, unconscious and holding on by a thread.
  4. I guess you could argue Micheal/Michael? (forget the actual spelling of his name), Son and Daughter could be "children" using that very loosely. I don't know if it ever specified what their age was, but in regards to their overall maturity they act a lot like young "rebellious" teens. And they seem to look a lot younger in comparison to a lot of the other GTA V characters and pedestrians. Outside of that, I don't think there is a single pedestrian that resembles a young offender in the making. I suppose you could take some of the youngest looking pedestrians and use them as the base for the juvenile callout, but that seems like a far stretch and perhaps too much work for a callout.
  5. As someone already stated, Park Ranger callouts specific to the areas would be fantastic. As it stands (unless LSPDFR remedies that in the next update or in the future), the Park Ranger has no actual use. You can choose it and the respective character to the Park Ranger, but there is no Callouts for them to separate them from the normal patrol crowd. Actually, if anything it would be nice to see the Park Ranger actually participate in Pursuits and such within the confines of where they actually patrol (much like how they chase after the player in the actual games wanted level). It would give a bigger incentive to use the Park Ranger other than just scheming up your own reasons to use it. I don't know if it's possible to separate the regular PD callouts from the Ranger callouts to where you only receive Park Ranger Callouts if you choose the character and the car, but it would be pretty unique and it could offer an interesting dynamic, especially if you include certain Callouts that allow you to join into Pursuits that are within your jurisdiction to assist other officers. Alternatively you could have Callouts for the regular Police to go and assist Park Rangers in certain callouts, depending on the circumstances. As far as Callouts for the Park Rangers could be reported: Illegal Hunting. A couple variants could be that the Hunter turns violent and shoots at you and tries to get into their vehicle and drive away in which it turns into a pursuit. Or if the Hunter chooses the less aggressive approach you could investigate if they even have a Hunting license and all the required stuff you would need to even Hunt in the first place (maybe even a variant where you could find weapons in the Hunter's vehicle that you aren't allowed to use to Hunt). I know some Countries/States you're not allowed to use certain weapons and calibers of bullets to hunt. Disturbing the peace sort of call(s) where there is a drunk crowd, variants within the call would be having them vacate the area and either they all vacate or some just don't comply. Another variant could be that there is just a loud obnoxious bunch, mixed in with potential drunks who are trying to start fights with those who are just enjoying their vacation/those who reported it in the first place. A callout where there is someone casing vehicles and campsites, in other words someone looking to steal stuff from others within the park. A variant could be detaining the alleged suspect and finding belongings to someone else. A callout where someone reports or is concerned of incorrect placement/use of a campfire. (I believe there is campfires in the game, there is a mod that adds ambiance in the way of sitting around a campfire and such, normal pedestrian things). So I wouldn't imagine it would be too difficult to place a campfire somewhere dangerous and your goal to solve it would be asking them to put out the fire and moving it elsewhere, the call could lead to a split direction of whether or not they comply, then split that to where they have to pay a fine and if they refuse you can choose to arrest.This also gives another use for the Fire Extinguisher, either by placing it on the Character itself, or being able to go and fetch it from the vehicle. (all dependant on how the scene plays out).
