So wait, statistics aside - common sense and morals speaking above all else. Let's say for sake of discussion that the BLM movement has NOTHING to do with race, or brutality whatsoever. Let's just say it's a plain Jane movement to stop abuse against, oh, I don't know the Elderly? How do you legitimately say with a straight face that any of them are doing anything productive? Forget race, forget ethnic background, what would be said for a bunch of thugs running around lighting old age homes on fire, lighting local businesses, houses and cars on fire? What would be said for the complete blockade of traffic, preventing those with actual jobs to provide for their families? Blocking trucks, trains, you name it from dropping off their goods, goods that keep businesses, grocery stores, what have you alive and kicking so they too can provide for their families and keep the delicate eco system going? I don't care what colour you are, black, white, pink, orange, red, if you block me from getting to my job that allows me to provide for my family you bet your bottom dollar that I will run your ass over and you will not see an ounce of sympathy. But y'know what? There is more to it, it's much more elaborate, statistics back in not just for a global race but for each case by case scenario where each of the people shot have an extensive background of criminal behavior. What I find so hypocritical is that you see the families of those shot saying nothing but garbage, "oh he was a good man, would never hurt a fly" meanwhile the kid has a list of drug use, robberies and violence all strewn throughout his life. So, why exactly is anyone protecting these thugs? They haven't done a single productive thing in life, they sure weren't model citizens and I suppose those who participated in the festivities of burning down your own neighborhood weren't far off either of getting the Citizen of the year award. The entire movement is hypocritical, the movement became nothing but a scapegoat it became a reason to pull down your own neighborhood for absolutely no reason at all. It's a sham, plain and simple. I guess if we apply the logic that goes into the brains of these "peaceful protesters" It means that I can burn down my local grocery store because I find the price of Milk to be outrageously high! #ThePriceOfMilkMatters!

It's not that I don't know if it's illegal or not, it's the fact that I know if I was an Officer either responding to that call or an Officer in Ferguson I know I'd be terrified to do much of anything in fear of being torn a new asshole (for a lack of a better term). I didn't watch the whole video either, so I wasn't sure what eventually happened. I was more horrified at the fact that these people are physically keeping people from doing whatever they need to do to make a living and be productive in this world. Primarily I would wonder if the Officers in this case would be a lot more lenient and timid to put fourth any force to remove them, although I can wholeheartedly feel their arms being torn in two directions, a direction where if they don't do their job - they could be fired, and alternatively if they do their job they get put into an unnecessary spotlight of bogus claims of "police brutality" I don't even think more than half of these people know what they are actually protesting either, I think a lot of them just showed up to put a bit of drama into their life for one reason or another. Plenty of them look more like followers rather than leaders, the leaders look more like they're herding brainless sheep into an agenda that they themselves aren't quite sure about. With the majority of protests involving the black community more or less being violent, it's starting to look like all they wanted was a scapegoat, rather than any sort of equality. Kind of like feminazi's, where "equality" is just a word to use to make it seem "right" in their eyes, but what they actually preach is hatred for all men vs. any actual equality efforts. The same seems to be forming for these protesters too, seems like all they care about is making their quality above all and to silently hate anyone else who either disagrees or chooses not to follow, although, it seemingly is far from silent in this case. Doesn't seem like they take any consideration in for any other race, or human being regardless of colour or background, whether or not people have jobs or whether or not if they burn their own city to the ground. What's sad is that underneath the feminazi's and violence from all of this is that there are people who really want to make changes, and all their efforts and time are being casted aside because the Media eats up anything that can produce a higher viewer count.

I'm not entirely sure what the United State laws are in their entirety, nor what each State law is vs. another (I'm Canadian), but isn't that sort of "protest" illegal? Isn't that obstruction or impeding traffic of some sort? They're literally stopping people who have actual Jobs from getting to them, all those Transport Trucks incapable of meeting their time quota and unable to drop off their goods at the given time. It may be "peaceful" by no violence (yet), but it's far from making a point or clear cut message, all it's doing is angering motorists, I know I'd be furious and could care less about an ignorant protest if it was keeping me from my job to put food on my family's table. A couple years back, here in Canada we had the Native Americans protesting their "rights" I believe they were angry that the government were treating them the same as every other Canadian citizen and they thought they were some sort of special human being. They wanted to be exempted from having to pay any sort of Tax, so on and so fourth. They ended up blocking numerous highways, as well as Train tracks keeping passenger and cargo trains from going to their destination. The entire situation was rectified by a hefty fine and a few days in jail, the bigger the role of a given protester the bigger the fine and jail sentence. (a lot of the "chiefs" who led individual protest groups were handed months of jail time and fines). What I don't get is a lot of the protests are far from peaceful, especially the Ferguson protests as an example. Protesters lighting cars and local businesses on fire, lighting houses and whatever else they can get their ignorant hate filled hands on fire. Why would you damage your own neighborhood? Damage businesses not even related to anything? Why would you put a family out on the street by burning their house down to further your agenda? It's sad, pathetic and ignorant in its most pure form. I'm by no means racist, I'm all for equality - but if the black community thinks lighting their own neighborhood on fire, thinks blocking people from getting to their job is going to further their "rights" or agenda, they couldn't be any farther from the truth. I for one, don't have any sympathy for anyone protesting here whatsoever, nor anyone in the Ferguson protests, you lose all credibility when you burn your own neighborhood down and put people out on the street and keep those from just trying to make a living. Is this what is going to happen every time someone that happens to be black gets killed now? Burn a few things down, block traffic? Maybe they should change their chant from "Black Lives Matter" to No One Else Matters But Black Lives.

There is a difference though, you won't see a cop at a bar beside party goers for a traffic stop, or see a cop at a bar period for that matter. Whether or not his father smokes is irrelevant too, he isn't at home or at his parents house and his father isn't the one being pulled over and being disrespectful. Using those as "comparisons" makes no sense and for the most part is largely irrelevant given that neither one of those comparisons have anything to do with the common traffic stop. You can, however, tell how a traffic stop will go based on someones demeanor, actions and attitude. If you're smoking and it's blowing into the officers face (either intentionally or unintentionally) then I don't see the problem of asking for it to be put out until the stop is over. For me for example, I have a strict policy in not having anyone smoke in my car, nor in my house as it makes me nauseous and makes it harder for me to breath, my family and friends respect this and understand. The officer asked to put it out, she refused, she acted like a dink and proceeded to be disrespectful over something that could of easily been avoided had of she just respected the request by the officer. Also, a lot of states have a smoking ban in all enclosed public places (including bars/clubs and restaurants). Depending on the city, state, bar/club and restaurant some will have designated smoking areas and others will just flat out ban it to where you need to be X distance from the premise to even think about smoking. The traffic stop was not text-book, but on the other hand her actions, attitude and overall demeanor wasn't particularly all that great either.

Or, alternatively you could go into Google's settings and disable "Phishing and Malware protection" You do this by going to the top of your Google web browser go to >Settings then navigate to the bottom of the page, at the bottom there will be a blue clickable link called "show advanced settings" clicking it will open the page further with more options and navigate further down the page to where it says "privacy" in that section you will have a check box with the aforementioned option to opt out of. Disable the protection, close the page and download what you need to, enable it after you choose to and or leave it as is. I'm assuming there is a similar method to get around this for Firefox as well.

A factor could be that there was dashcam footage too, although that really holds zero credibility for those who are just looking for an easy scapegoat. When the Media throws nothing but race into the mix and uses that to fuel an already touchy, existing fire then that really means nothing for those who are just looking for a reason to riot or play the race card. I remember when the Ferguson shooting happened back in 2014, first thing to happen was rioting long before any evidence came to light, riots not only sparked in Missouri but all across different states, even here in Canada some smaller less violent riots sparked in Toronto Ontario and became more deadly when the verdict for the Officer came in that he was not guilty. People believe whatever they want to believe, regardless of evidence and regardless of any rational thought. A big part of it has to do with Media coverage being so one-sided, another is just people's ability to be excessively ignorant.

LSPD First Response 0.2a Update
There, fixed it for you. Latest update addressed the performance problems introduced in the 1.28 title update. They acknowledged this and released this update to combat the issues, which I may add they did indeed fix the performance problems. Ignorance really is bliss for a lot of people, I guess.

Rockstar releases another update.
I facepalmed so hard reading this. No offense, but it's people like you who spread misinformation that generally causes those who rather not educate themselves to jump on the hate bandwagon without actually having any idea of what they are talking about. First and foremost, a plethora of people complained that the last title update caused a huge drop in performance (including myself). Rockstar addressed this shortly after that update dropped and acknowledged the problem, they then released this recent update as of 7/20/2015, which seems to have fixed that specific issue. My FPS shot back to what it was prior to the title update and any sort of stuttering seems to have been eliminated, there is occasional FPS drops - however that may be due to my system and may just be the result of certain areas within the game itself. Secondly, this isn't new. Mods break, period. It doesn't matter what game it is, mods beak. GTA V isn't the exception to this seemingly unwilling group of people who can't wrap their head around this "new age" problem. Even games that fully and directly support mods with mod tools and the like, if they drop an update that changes anything within the game it's a no brainer that the mod structure is going to collapse and it's not the developers purposely targeting the mod creators, it's just how it works. Rockstar isn't targeting mods, they released a patch that seems to have addressed the issue with performance and this shouldn't be a reason to throw your internet poop at them, it should be a reason to thank them. Lastly, the question to Rockstar has already been asked if they were against modding. Keep Calm - Reduce AI panic attacks when shots are fired
The random pedestrians stealing your car has nothing to do with this mod, or any mod for that matter. This is based on GTA V's cleanup logic. A random pedestrian, or an assigned pedestrian will "cleanup" what GTA V assumes to be abandoned vehicles, this comes in the form of a pedestrian taking the car. I believe the latest update to LSPDFR addresses this by the means of attaching a "tracking chip" similar to the one you buy from LS Customs on GTA Online and Single Player. Alternatively there is mods out there that give you the option to lock whatever vehicle you're driving and a handful of other assorted features. Most notably ( to me at least), is MoreControIV. It may also be worth mention to try and or check out a mod called EntityPersistence, as the name suggests it keeps entity's, pedestrians, abandoned/left, and occupied vehicles persistent until you've left a user defined area, all customizable through an .INI file.

Question about procedure
No, no, yes. When transporting a suspect, for example a theft suspect, officers abide by the usual traffic laws, The only exception would be the transportation of a suspect from one jail to another, specifically a high risk suspect. (although usually the transportation is accompanied by a convoy of assigned officers).

Last time I checked LSPDFR didn't feature a 'Broken down' vehicle call. Might wanna check your information. The only mod that I know of that has that callout is the CalloutsV API plugin, an extension of LSPDFR but not strictly related.

Suggestion: An officer reputation script
I think in theory it's a good idea, but overall pointless and arcadey if done wrong. Yes in real life you receive promotions and pats on the back for doing your job correctly, alternatively and consequently you lose your job, get assigned a mediocre task, or go to jail if you do your job incorrectly. (although in saying that, 95% of an officers job in real life is relatively mediocre followed by 5% of sheer terror at times). That said, your idea is solid - but pointless. You get deducted "points" for doing something wrong, however what does that overall mean? You can get deducted points all day, but at the end of the day if nothing happens to you, what is the point of it? Similarly, if you achieve a point set, what is the necessary gain for achieving said points? What do you gain? Nothing? Then, again, what is the point.

California police shooting
'Suppose I'll throw in my .02, I think cops' for the most part nowadays are paranoid, but at the same time I don't blame them. For the past few years the build up of unnecessary violence against Police is atrocious, in fact of last year our Police force has nearly phased out Officers being alone on duty, being replaced by two officers per car, even our K-9 division is accompanied by two officers and the dog, whereas it used to be the dog and the handler. There's been so many incidents of 911 calls coming in and an officer being dispatched only to be ambushed by a few thugs and gunned down, most don't even get the chance to leave their car before it even happens. Yet the problem that I'm seeing is that the Media relishes at the fact that they can get a far greater reaction either racially or by public opinion of an officer shooting someone, rather than that of an officer being killed in the line of duty. If you can get the general public, preferably those of a different colour to "go up in arms" then that in of itself is a far greater story to cover. For the past couple years gun violence against those who serve has grown extensively, not just the Police but Military personnel too (although that comes in the way of terrorism, a different subject altogether), but still, it would strike paranoia and in general, being scared, more cautious and prone to pull the trigger before something happens to you. Again, the Media eats this up and ONLY covers these type of stories, negative stories are far more lucrative for them. There is definitely bad cops out there, and there is definitely screw ups - but at the same time people seem to forgot that both the Military and Police are humans too.

Ability to drive and type on the computer
Not really, no. Although it varies from state to state and country to country, where I live (Canada, specifically Ontario) where I've gone on a dozen or so ride alongs, they're always checking the computer, this is usually attached to the traffic division, however regular patrol are actively bringing up plates on the go. Typically though, the regular patrol usually have two officers, whereas the traffic division is usually solo unless given a specific duty/task. For my city, it varies on each division and unit depending on the patrol designated, not every patrol is accompanied by two officers (although this is being phased out due to the increasing unnecessary violence against police officers around the world). Even our K-9 division now has two officers instead of the typical one, the dog and the handler.

Polyphony's LSPDFR 0.2 Review
Both of these points aren't really issues involving LSPDFR, they lie deeper within the confines of GTA V's vehicle setup rather than direct result of LSPDFR. The Police in particular will always have that "speed boost" built in, in fact, neither the Police nor the AI are defined by the same physic and logic as player vehicles. They are separate entity's of their own, they have their own handling line that I'm not sure can be fixed with either LSPDFR or modding in general. The same goes for the cars being "heavy" once more, they aren't defined by the same logic or physics as the player, thus they are near impossible to imitate. The Police backup, again, aren't really specific to LSPDFR either. GTA V's or really any of the GTA's logic behind each vehicle is to be as chaotic and the least bit rational in how they act and do certain things normally. By default, the Police logic was made to actually kill every suspect encounter regardless of the offence (similarly how they kill anyone who hits an officer), it took a lot of exceptional coding on behalf of the Team to make it so the Police didn't kill every suspect in every encounter or callout, to make them more "police like" basically the way the police work is they are built with a single minded goal, achieve however possible in taking down said suspect (especially true when you're the wanted suspect in question). Even if said method involved them potentially killing themselves. Hopefully though that this can be improved in some way down the road.

Not that I've noticed, no. I don't particularly notice many, if any actual patrol units driving around anyways - I only really find any other signs of Police on the shoulders of certain roads, neither of which have joined in on any pursuits I've been in. Cops back on the beat only really amps up the amount of cars patrolling, if anything it adds more ambient life and immersion to the world, so in my opinion is still worth using even if it lacks the fact that neither of them actually help whatsoever. Shame really.

[WIP/REL] CalloutsV - The Successor to Callouts+
There is documentation that comes with the mod that explicitly tells you what you need to do and the ending criteria that needs to be met to resolve each callout. Either way, press Y (in front of the vehicle in question) to attempt to fix the vehicle. With the illegal street races the end criteria is met by the way of arresting or killing both suspects, cleaning up the mess is at your discretion and typically comes in the way of calling a Tow truck and coroner, both achieved using another plugin mod, which if you want the best experience out of LSPDFR and its API custom callouts using FinKone's mod(s) definitely enhance the experience. Alas, the car collision callout is dispatched by the means of approaching the driver and pressing T, this will bring up a (Y/N) choice in which you have at your discretion the option to tell the driver to walk away from the crash, or drive away (if the vehicle is road worthy that is). Again, all of the aforementioned is based around your discretion. More in-depth documentation is in the mod download itself.

Looking ahead to the PDFR series' future
Honestly, I think the team should devote all its resources and energy to LSPDFR. GTA IV has run its course and frankly is a buggy mess when it comes to do with anything mod related. It's actually remarkable that anyone was able to even produce mods on that sad excuse of a PC port, so I tip my hat to everyone who made some of the mods that are out there and to have it functioning to a degree of enjoyability. However that said, GTA IV is a bug ridden trash heap in comparison to GTA V and its modding capabilities. I, and many others have been able to actually play well over an hour with absolutely zero crashes, bugs or unwanted side effects by playing LSPDFR. That and I've been able to play well over an hour with multiple mods from other plugins, as well as texture and general improvement mods and still have had absolutely no problems whatsoever. Keep in mind that LCPDFR up until its most recent update was at one point in time in its infancy, that said with it being in its infancy it was a mess (not the mod itself, GTA IV as a whole because it was a bug infested game to produce mods on), with LSPDFR in its infancy it has been remarkably stable and playable right from the get go, something that LCPDFR lacked and will never have no matter how much coding and updating goes into it, it's just the game itself that it was developed on. No one really has a say in what resources go where in the development of either mod, but I think the team's time, energy and resources would definitely be better allocated to a game that actually had stable modding potential and didn't cause one headache after another.

Interesting! Seems like the stuttering issue for at least me seems to be different each time I boot up the game, it also seems a lot less violent if you load the plugin via the console vs. loading the plugin automatically through the startup file within the main directory. Either that or the "update - non update" caused a placebo effect for me, as it seemed a lot more calm (no pun intended).

Organized Callout Suggestions
Callouts specific to the Park Ranger would be pretty neat too, I posted ideas for callouts specific to that "Agency" in another thread requesting callout ideas. The Park Ranger assists in taking down the player in the vanilla wanted system ladder, something similar could be implemented, like assisting officers who are pursing a suspect within the confines of your jurisdiction. Alternative callouts specific to the Ranger could be illegal hunting, disturbing the peace, intoxicated subjects disturbing other "camp goers" or endangering themselves and others. Reported improper use of campfires, there is campfires in the game I wouldn't imagine it would be too hard to place a campfire somewhere dangerous that could potentially cause forest fires. The Park Ranger could either come by default with a fire extinguisher, or you could retrieve it via the vehicle itself. Then, within that call you could cite whomever depending on their compliance, the same could go for illegal hunting in the form of the hunter turning the weapon on you, or trying to make an escape to his/her vehicle. Possibilities seem endless.......

Keep Calm - Reduce AI panic attacks when shots are fired
Yeah, my game keeps stuttering every 3-4 seconds. The previous release I had installed (before the update today), the freezing was a lot more violent and "hiccup-y?" for a lack of a better term. The most recent version of Keep Calm mitigated how violent the stutters were, but it's still unfortunately frequent and for me, at least, unplayable. The stutters kind of resemble that of your Computer being overloaded and therefore causing these micro-stutters because it's unable to keep up, essentially a very choppy "slow-motion" kind of state. On the less negative note, the plugin is very useful and for the 10-20 minutes I've had a go with it - it's definitely a much needed mod. Hopefully you can remedy this problem. Specs: nVidia gtx 780ti, 16gb ram, I7-4790k @4.4, Windows 7 64bit.

LSPD First Response 0.2 Beta
Make sure you have no other plugins or 'mods' interfering with LSPDFR's control scheme, otherwise it could cause unwanted problems. Have each key separate from one another, especially if it's a key you use frequently. I know in using the PoliceRadio plugin that constantly mashing the "A" button for me on the Xbox 360 controller would cause PoliceRadio to crash unexpectedly because the 'tackle' function was set to that, which unfortunately was also set to make yourself run faster. You also should recheck all your .DLL files in the main directory and sub directories to make sure they're all unblocked for Rage Hook Plugin to access, and make sure the Rage Hook exe is running as administrator too, as well as all the GTA V exe's (including Social club), are running as admin. Alternatively, if you have multiple backups for GTA V make sure you are running the correct one. Especially if your GTA V is of another version (prior to the Ill Gotten Gains II title update), as this may cause problems too. If you're running Scripthook, double check to see if you are running the latest which came out July 09.

Yes, I believe the key mapping is named "action" or "context Action" it may also be named "contextual action" but I can't confirm as I am not on my computer with GTA V installed (this is just from memory). EDIT: the key I believe is also named "horn" under the vehicles section particularly in cars/bikes/boats.
