Japan would not be a manpower help, but more technologically. Providing the latest technology and more then likely even machinery/motor vehicles. Although Russia is a powerful nation, they're hated. Whilst they have a HUGE oil deal with China, both sides are suspicious of each other and aren't generally friendly at all. Despite many nations disagreeing and disliking each other if there was a threat of World War III, nuclear warfare or whatever you wish to call it, many nations would pack together to minimize the chances of war breaking out or escalating. There is no winners in nuclear war.

Well, I know American's get defensive over their rights (not all). Here in the UK, as far as I know, it's illegal to record or photograph someone without their consent and over 18, so I could see where the problem would arise.

It's no secret Obama and his allies aren't keen on Putin. Putin's ex KGB, here's a violent man with a lot of power, those two together is chaos. Right. First off, there is a huge difference between 0.95 and 1.0. From stability to features, the change is large. It's most certainly not "nothing but hot fixes" although there any many fixes. To have 1.0 work properly, you must first completely remove 0.95. It's honestly a little baffling you aren't able to see 1.0 in the download section as not only is it one the home page, in the featured downloads, in the "Categories" section, but it's also on a large banner on the side of the downloads page. I'm sure they will patch the game quite a bit at first to squash bugs, improve performance, the usual, but as time goes on, the updated and patches will start to become less frequent to a point where we are now with IV. Except for Gta V Online. That may be updated for a while to come.

First off, you don't seem to have an ELS.ini file. That is probably your error. Download ELS v8 again, drag EVERYTHING into your directory, and replace what ever it says and all that jazz. As far as I can remember, despite having ELS installed, if you haven't enabled it on a vehicle, the lights will just stay static and on, unable to turn them on or off. This is what seems to be happening in your picture. Once you've reinstalled ELS v8, make sure you go into the ELS folder, then the "_SLOTCONTROL" file and make sure it says, [ FBI ] Status = on If you follow what I say and it still doesn't work, I'm not fully sure. I like simple skins, which this is, however, simple decals on a white background is a little too simple. Saying that, I like the skins and for your first, better then my attempt . Perhaps making the car black would help? Anyway, good work.

OP, instead of asking for something that probably won't happen (soon), why not start to learn and make the vehicles yourself? It will take quite a bit to understand how to do it, but there's more chance of this pack ever being done by yourself then others. Plus, once you know how, you will never have to request a car again, instead, quickly whip up your own. Make cars is actually pretty fun, and rewarding.

I didn't know LCPDFR was updated.

Use the manual install of lcpdfr 1.0c. Go the the "LCPDFR" folder in your GTA IV directory and then run the diagnostic tool (you may have to set up the directory your self). This will tell you why lcpdfr isn't working. Do both of you have both an asi loader (dsound, xlive, xliveless) and have the latest scripthook in your game?

If you scan the forums there is a topic asking how to make rotating lightbars for ELS v8 somewhere.

I can't speak for America, but finding those cards for under $500 (USD presumably) is near impossible here in the UK. You're looking to spend nearer $800. The 770 is roughly $600 here. I'd suggest, if you budget is not going to change, to look at the 760. I myself use the 760 and it's great and I can play any game very comfortably at max settings - whilst running others apps in the background. You can pick up a 760 here for about $280-300.
