Maybe you can delete that line in the ini all together and it will disable it? Anyway I am glad I could help :)

It is the mod Player Location Display causing it. I don't know how to fix it so I would just remove the mod. Maybe in the ini you can disable it?

Well if you have a NVIDIA based GPU you have access to ShadowPlay which is free and what I use if I need to record.

For those of us that have upgraded to Windows 10 you may have noticed the Windows 10 Game Bar. It provides you the ability to record your game play and take screenshots. I personally tried it out and I didn't notice a FPS decrease or increase it was the same. That is good because that means you can easily record game play and not suffer from it. It won't work in Grand Theft Auto V is in full screen so you need to adjust the settings to 'Windowed Borderless'. To open the menu on the keyboard press the Windows Key + G. If you are using a Xbox 360 controller simply press the Guide Button. I think this has potential and could turn into something pretty darn cool. Let me know what you guys think below!

Memory - HyperX Fury- will suit my needs for now unless I start doing stuff other than gaming. Storage - WDC Blue - a normal WDC Blue drive. GPU - A super clocked EVGA 970 4GB!!! Case - NZXT S340 - awesome case for it's price and looks amazing too. Power Supply - Corsair RM 650W - a reliable PSU I will get an SSD if I have left over money

I have it as-well but my performance in GTA V has dropped around 5-7 FPS. That might not seem like a lot but you do see the difference. The OS itself is absolutely amazing. I will never go back and I am very happy with Microsoft! Windows 10 Pro FTW!

Just download the latest RAGE Hook and install it after you install LSPDFR 0.2a and you will be set

Do yourself a favor and backup the entire GTA V directory and never install mods on that one folder and you will be good. Just use it to play online and copy to create more directories.
