if that happened on a traffic stop, then the the traffic policer. The ANPR callout. Sometimes the person you pull over will get out and call for reinforcements on their cell phone. Shoot it out of their hands so the reinforcements don't show up.

more than likely. From what I understand the els for 4 kept refreshing the car, and as the car refreshed it would use a different extra each time to create a pattern.

Okay, is it just me or has anybody else noticed that when you drive up a curb, or over railroad tracks in 5 that the car kinda snaps around? very unrealistically. This has bugged me since the first day i got the game. anybody know a fix around this? and not the suspension. literally the whole car body snaps around. it is a very unsmooth motion

so how do you guys think they have made ELS for V possible so soon...? i know it isnt released, but it seems like the lights and lightbars are a real pain, but it doesnt effect the devs of that mod... lol

The one on GTA 5 mods.com was taken down because the person who released it did not have permission from the original author to release it. I doubt that exact one will be released, but I guarantee that other ones will be. Fortunately I was able to grab it before it was taken down.
