    Yes that can cause this issue, go into ELS.ini and disable the traffic control feature, that will make that stop happening.

    The VDH mods were built for the old version of lcpdfr.  You will probably get lots of crashes at least I do.  Disable world events seems to reduce the crashes somewhat.  But I still get random tow ticker crashes and the coroner usually only works a couple times before it breaks. And the people falling from the sky is quite common.

    It's a common windows error that you can't change it. You should be fine if you're running the game as administrator and/or UAC is disabled.

    Hello.
    Root directory = Your main GTA IV directory where the GTAIV.exe file is located. 
     
    To start with, can you post a screenshot of that folder?
