The free ones aren't that great, but people usually use Bandicam, FRAPS, dxtory and etc. They all cost like $30. Your gonna need another program like Audacity(free) to record your voice so that you can adjust the sound of that and make editing easier. And settings simply depend on your rig and how you want your game to perform. A lot of people, like me "buy" video recording software.

Here's what you do: 1. Rename the textures for each model to their actual names. Like emerglights_talon or _liberty 2. Make a new project and import all the textures for whichever one you want to do first. 3. Go to the material editor and rename each material the name of the renamed texture(ie emerglights_talon lightsemissive,mesh, vehglass) 4. Redo the materials in each one: Materials tutorial 5. Click ok and the model should be normal now. I would do this for all things have common names like that so when you import a model, it won't f up

There's a pack of portland skins on gta4-mods, it for bxbugs's cvpi and if you want the white pushbar then just edit the texture for it http://www.gta4-mods.com/misc/portland-oregon-police-car-skin-pack-f13056

^ Yea your gonna have to learn to map, or if your lucky, you could can switch around the red and blues of els texture. But that depends on how the author mapped the lightbar to the texture

You can't multiples of the same names like that. So you have more than one extra_2 and extra_2_L0 and so on. So you can either rename the other extra_#_L0s like extra_3_L0 and then extra_3_b. Or you can just attach all the ones you want to light up as extra_1,2,3,4,5, an so on.
