Police chase and baby held hostage - Turret from SWAT deployed
Baby was removed from the vehicle at 7:40. And the turret thing is actually a gas injector unit. It penetrates hard surfaces and dispenses tear gas. So if the guy did move, it still would've done its purpose, as it's supposed to hit his car, not him. On average of 6 months for academy training only. They're on probation/hands on training for another 3-12 months. It's not great, but because of how sucky our general society is, a lot of places can't afford to have officers in training for 2+ years before being allowed to patrol. This can be alleviated with more in house training, but that also cost money. Money that these kind of places (in the video) don't have. Sucks, but that's life.

I just assumed by shoot to kill we were referring to traditional lethal force, since I doubt the Dutch would be allowed to just execute a suspect if a warning shot doesn't stop him.

If they decided to hug the guy and he just surrendered, then that is also is a "great result". Doesn't mean it was a good idea. If you guys don't have less lethal tools, then don't use firearms as the less lethal tools. And if you don't see an issue with the massive hazard that cop on the bike created for himself, then idk man lol You've already decided to shoot to kill by aiming for his legs, because it's a firearm. I don't under understand this logic. It's SO counterproductive. "Lemme shoot you in a potentially fatal place, to avoid fatally shooting you.." And if you really analyzed the Wendy's video, you would've seen that they did evaluate what they were shooting at. It's the whole reason why they kept shooting. The dude was up and running the whole time, and didn't stop until he collapsed at the outside. If we could see that from our crappy angle, then the cops definitely saw it. The sound guy was in a kill zone. A tiny ass corridor that the target just happen to run through. Just like if some bystander was behind this stabber while the cop decided to shoot at his legs, it's a kill zone.

I don't think any of us Americans said it was impossible, just incredibly impractical in most situations. And kind of counterproductive imo. Seems retarded to shoot someone in the legs to preserve their life...when again...you're shooting them to do it. Other tools could've arguably have be applied first, if the cops didn't put themselves in the shittiest position possible. Also the Wendy's video isn't a good referral for something like this. They thought the dude had a gun, and they thought he fired it too, so that's why you get a much crazier reaction. But this shooting..."Oh hey, there's the terror suspect. Lemme hop on this bike and then get within 3-5 yards of him with no cover. What a surprise, he's coming after me. Looks like I need to shoot since I put myself in this shitty position. Now instead of aiming for center mass on a moving target, you know that tactic that's taught pretty much everywhere that trains people in firearms...Lemme just unload at his legs and basically put him in an equally as deadly situation, just with shitty shot placement. Oh look, the shot to legs admittedly did not completely stop him yet, now we still need to tase the dude." Police work should not be done like that lol. And guns should not be applied in a "quasi less-lethal" way. A well equipped department in the US probably could've done this without shooting the guy at all. I say well equipped, because not many departments carry beanbag shotguns or impact launchers in patrol cars. So we'll watch, but I don't think we need to learn from you guys lol

Literally all of them It looked like Auxiliaries were assisting officers on pursuits (they set up the roadblocks) would never happen in real life. Unless you change their title to reserve officers, or maybe have the ability for a reserve unit with different types of reserve officers. Fully trained, and less trained ones that would handle stuff like parking complaints. The fully trained reserves can fill in when an officer gets hurt, killed, suspended, and etc. But their access to you is for a limited time. Administrative stuff: Internal Affairs aspects. Have a dedicated internal affairs division or detective (depending on size) that respond to different scenarios that spring up if the morale and mental health of officers is too low. Maybe investigate some high level complaints or a video gone viral. Place officer on investigation and take them off the streets, suspend them, fire them. Union Union negotiations on things like policy and salary. Have morale affect union relationship. Maybe negotiate pensions so that if you get a new mayor who messes it up you'll have a morale problem and you'll see lots of cops leaving/retiring. A nice little challenge that happens in real life. Proactive patrol events? Are there going to be dynamic events that your patrol officers will stumble upon based on the neighborhood? Ability to customize uniforms as well. Color, external vest or not, what type of hats, etc. Maybe have certain things requested by the union which affects morale. Types of shift schedules that you'll need to experiment with to maximize officer morale, effectiveness and keep their health in check. Community events that change the relationship with citizens and how good recruits are for your town. With games like these, try and make as many dynamic situations as possible. I've played and seen other sims like these, and shit gets boring real quick. So even if you have lots of different scenarios, try to come up with as many different aspects for them as you can. Arrest warrants for as many different things as you can think off, different motives for certain crimes or suicide. Just keep it as fresh as possible. What's the biggest population setting you're considering? I feel a population of like 5 million would be a nice challenge but incredibly overwhelming, but I think you should support populations up to 1 million if you haven't considered it yet. Overall, I'm very excited. I think you guys hit the perfect balance for a sim like this. In depth, while being completely engaging.

Will probably never happen. Our governments have unofficial "buy American" mandates. And I doubt the cost of importing, outfitting and maintaining European vehicles can compete with the costs of sticking with American.- Lore-friendly Border Patrol/ICE mods?

I'm assuming, based off what I know about European police shootings, and their objective to maim, that officers have more of an opportunity to land their shots on specific places. US police are more defensive and reactive in their shootings. That will lead to less accuracy. Look at the shootings here that are similar to the ones in your country (man with a knife for example). Less shots are fired, and they usually hit their mark. These guys were in the dark, had just ran, and they now have to click it in their brain that the dude has a gun. Lot easier to land most of your shots when your gun was already out and you can plan accordingly.- California Deadly Force Bill
It's well known, that in dynamic situations accuracy will go out the window. This is because the target is moving, actively attacking (or you perceive them to be actively attacking you), and you yourself will be on the move and with adrenaline pumping. Most police shootings are defensive situations. Not offensive, where they can prepare how they're going to shoot their target. So 40% is not bad actually, and it's the whole reason cops have 13+ round mags. It would be reckless if they didn't know where the target was at all, and decided to shoot anyway. But I wouldn't call it reckless if the shoots were all downrange towards their intended target.- California Deadly Force Bill
This is going to change nothing. They know legislation that specifically tells cops when they can use deadly force, won't get passed, so they did this instead. Which makes the politicians involved look good, and makes it seem like there's change going on. But this bill has no meat to it. The legislation would change the standard from using “reasonable force” to “necessary force.” That means officers would be allowed to shoot only if “there were no other reasonable alternatives to the use of deadly force” to prevent imminent serious injury or death. It's just semantics. If an officer feels it was reasonable to use deadly force, then they'll already feel it was impractical to use other methods first, hence them using deadly force. It's the same use of force law, with an extra step in their reports. They'll just have to add an extra detail about why other tools where impractical to use in that situation. It won't encourage the use of less lethal weapons anymore than actually telling them to use those tools when it's practical to do so. Necessary forces leaves the same amount to interpretation. An officer just has to interpret why they felt it was necessary, as opposed to reasonable. This bill changes nothing, but its real goal is working lol- How do you make "mods" folder (OIV) work after update?

When there's an update, openiv will give you a prompt to let them update "Update.rpf', no other folder needs to be updated to make your game work. So you just need to click yes when it asks, or copy and paste the new update.rpf from the normal folder to your mods folder. The only thing affected in game updates is the update.rpf folder and they whatever dlc packs they add (which you can copy and paste into the mods folder yourself). So only mods that go to update.rpf have to be reinstalled. No need to delete the whole mods folder.- Polecats undercover sheriff uniform download?
