I'm one of those guys that hate social media, and everyone at my school is addicted to that crap. So much, to the point where people have made instagrams, with random pics of me. I was also "forced" to make a facebook to make these freakin people happy. I'm more face to face, skype, texting and good old fashion messenger pigeons.

My town's been top 50 in safest cities in NY for like 15 or 20 years and made top 5 in the US a couple of times back in the 2000s. Larceny is killing us though. We have a lot of shopping areas including the 8th largest mall in America. We got people stealing from the mall and breaking into cars and s***. And a developing heroin "problem"(not as bad as Baltimore or other places)

This guy should be thankful that he picked a cool and polite officer, some other cops wouldn't have been so nice. But seriously, instead of wasting an officer's time, he could've made a complaint to the actual agency. What makes him think that deputy had any power to do something about the car?

I researched a little bit and it seems like Colorado is your best bet. The resources are like 3-7 yrs old but it seems as though many departments in Colorado only require a greencard and not full citizenship.

I usually return to the station, park(or crash into something) then I leave my day's evidence in a box from the policehelper and I quit GTA and start editing.

I think my monitor is fried, I was recording and the fuzzy lines took over the entire screen, even when I quit the game. Everything else is running fine on my PC it's only 9 months old. Now the screen won't even show anything so I'm on my phone. I know it's my monitor because I checked my recording and the lines were everywhere but they weren't there when I was playing. So thanks for the help guys, I gotta by a new monitahhhh, the TV in my room is way too big(not braggin)

For the last few days, my display has been acting up. I can't tell if it's my 5 year old Acer monitor of my Gtx 660. It's been happening a little more since I was forced to update to Windows 8.1 although it usually happens when I play gta. When I paused the game, I started getting those fuzzy black lines, and so I pressed the windows 8 button and it looked normal. Then I went to desktop and the fuzzy lines were there again. So I quit gta 4 and the lines were there for like 10 seconds and I heard a screeching buzzing noise, couldn't tell if it was monitor or pc since they're right next to each other. I just updated my drivers to see if that's the problem. Also, I don't think it overheats because it has never overheated, plus it's like 60s and 50s outside and I keep the window open so my room is always cold. Could it be a virus(doubt it), old monitor, my gpu or something else?

Have you tried increasing the visual settings.dat in your game? Go to your gta 4 directory-common-data-visualsettings.dat- then scroll down to other emmissive lights, and change the first number. That how you increase the brightness, I' not sure how to increase the bloom

So I'm pretty much done editing evan's explorer, but I can't get the windows to break. The collisions are there, but i don't know what I need to do to get to get the windows to actually break. Any help would be great. This is how the collisions are set up:

To answer your question about the 400,000 untested rape kits, they are expensive and most departments especially major cities operate under budget constraints. Therefore a lot of kits don't get tested. Also, who da hell is Sam Pepper?

Just like the others said, it's Cryenb. I don't have a crazy setup, only upgrades I've made are a new psu and a gtx 660(I think). I get about 45-55 fps at night and 30-40 at day, medium enb settings
