It's the multiplayer sync. You can't do anything about that. The bots look better when they connect to you, but when they are connected to another player they lag around a bit. The bots not connected to you are running off information that players game is telling yours. You'd think a better connection to one another would help, it doesn't really. That's how the game is, you just need to ignore the, for they ignore you very well untill they connect to you. That has nothing to do with it.

As cp702 said, the police station LCPDFR uses is the lawyers office. There is no real police station that you can enter besides the cut scene police station. Which you can't enter unless you use a mod that can allow you to enter that location. But this is something me and a few friends made in a roleplay.
