I was trying to download that mod. I can edit things in other files but componentpeds.img is the only file I cannot edit. Does anyone know how to fix this? 

Oh nevermind problem solved. It turns out the process was being used in a different location. Restarting my computer seems to solve the issue.

the 2 files that OpenIV requires (go into open IV - ASI Manager - uninstall the two files)
ScripthookV.dll
SlimDX.dll
XInput1_4.dll 
Those should be the files to remove, I do reccommend when using Online that you use a private lobby (most if not all public ones are glitchy due to hackers). There are also a few .exe available to download that can remove mods for you so you can play GTA Online.. however i can't fully recommend them as i've never used them (worth a look into though).
That being said, if your PC can really handle the extra 60gb it's not that bad to have another directory. Considering when GTA V first launched and mods came around people started to get banned because of using mods in Single Player, so as it's not really neccesary having 2 directories makes you 100% safe. but like i said, they only really get you if you're using hack in Online. i've gone into Online with mods heaps of times and never got banned.

Don't you think we should be able to insure as many cars as we want both online and offline? I think that would make a great mod. The mod could add blips to where one's cars are like the personal vehicles. I know this works with one vehicle online, but why not multiple and offline?

In the real world, officers give warnings, in GTA they arrest at one star 0_0

Is it just me, or I drive better drinking coffee?

My favorite part about LCPDFR is the pursuits. When I began my first pursuit, it felt awesome to have that search area. The down part is that when I encountered the cop cars chasing the suspect. They were like drunkards themselves. They crash into peds, fire hydrants, street lights, you name it. I had to go through the ini and lower the max number of cop cars to 3 cause I couldn't stand their drunk driving. I think the next version should have "decent" drivers. Sometimes when I call in the ambulance to rescue one person, they run over and kill 5 on the way. I find it funny and disturbing at the same time. I'm not sure if there is a fix for the AI yet, but I hope the next version is better! 

Try a fresh installation of GTA IV or remove all car mods if you can. Your computer is good enough to run gta IV. Make sure you don't have anything running in the background.
