I'd probably wait for the third-gen AMD Ryzen systems being released early July.

They are expected to either exceed or be on par with the i9 9900k with a much reduced price point.

whats ur budget ? Im cheap af but I got gta running on an old i5 quad core with an rx 580......................... my gta without running lspdfr runs 75-100fps with mods 😛 with lspdfr on duty from  39-to60 fps it was running slower on my old r9 270 but it died and someone sold me that.. now I always run on high graphics... more cores the better 🙂

Not really. Higher clock speed is more important, most games can only utilize ~4 cores. I believe GTA V may use more, however clock speed is still more important.
