Common occurrence - a lot of the time I finish any callout - the amount of PEDs arrested is consistently double the ones involved.

It's either a callout pack stacking it or it's just LSPDFR. I noticed I had the same problem playing last night. Funny actually, it was almost in the exact same spot as you in game LOL
