Take the traffic policer config settings file out of the GTA folder and put it on your desktop or anywhere but it needs to be out of the GTA folder.  When it's on your desktop right click and open with notepad.  Make the changes and close.  It will prompt you to save and click yes or whatever it says.  Then put the file back into your GTA folder where it belongs.
