Hello, i understand there is a sticky describing how to fix this issue.

The problem is, i can't get the 'Read-only' box to stay unchecked. It'll look like it worked, no error messages will pop up, but then when i press 'OK' and close the properties, it resets and says it is still checked.

-I followed the video perfectly

-I have all nesicarry permissions

-I have reinstalled GTA outside of the Programs folder

-I installed 'Take Ownership'

-I disabled UAC

-I enabled the hidden Administrator account

-I ran AVG, and I am clean of any viruses

Any ideas?

if you have no issue with not having the taser, uncheck it during install, also, sometimes game version is incorrect so make sure it's updated to 1070

I think I might cry a little if I see another one of these topics. Here is a way to fix the taser for people with the problem: otherwise you will just have to do without a taser.

Oh I know she would have. I didn't see that he said that. No guarantees that this will work but hey its worth a try right? This is something I have to do to edit read only files and thought it might help you...
