no mater what I put there it seams the lightbar is blacked out yes I fixed diffuse tint but still not working but only for that car slot I could really use some help it s driving me nuts ,worked and had to reinstall game now it s broke and I cant remember what I used to fix it save me

Sounds like it's an issue with the vehicle.meta file. Does the vehicle that you've downloaded come with one? 

 

Maybe try deleting your mods folder and then installing just that one vehicle, see how that works?

It could be dirt blacking out the light bar.  Try cleaning the vehicle.

When you open the model in the OpenIV viewer by clicking on blank.yft (blank is whatever the vehicle name is), how does the light bar look?  Take a screenshot of that, please.

looks perfect blue and bright

That implies there's an issue with the vehicles.meta and carvariations.  Are you 100% positive you changed the window tint and it actually stayed changed?
