Hi Guys.
I am rather new to all this modding of GTA as I've only been PC gaming for a few months now. I've always been interested in the LSPDFR mod and it was the first mod that I installed once I had figured out how to install mods.
My question is: How do I create my own police car? I see people have modified cars in gta and put lights and sirens on them and even a custom livery with police written all over it. I am wondering how i do that so I can make my own, and upload them to share with everyone.

Sometimes I get massive texture loss when I replace the liveries on my vehicles to 4K liveries. Seems to me, that the 4K textures are too much for the game to handle, along with trying to load the game (which i have at similar settings to yours). I read that you've removed your mods folder so I take it that removes your custom vehicles and replaces them with the stock ones? If you do have 4K texture on your vehicle, try downgrading them to 2K or something smaller. I downgraded to 2K and it solved my issue!

I had the same problem. Instead of loading the Cop Holster plugin on startup, I loaded it in RPH console in game. You can also try to unload Cop Holster in console and then load it again. It worked for me.

There is an issue when you are far away from the vehicle - an orb like light appears above the vehicle but disappears when you get closer. This small thing bugged me so I changed it not long after posting this photo.
 
 

What key binding have you got set for the 'blackout' feature - is it possible the same binding as the staging key for ELS?

I will never understand why roleplay server mods are private. Nor will I ever understand why modders are paid by these RP communities to create these private mods 😛

Try this. Go into your ELS.ini, and change:
 
"ElsTrafCtrlOn = true"
 
to
 
"ElsTrafCtrlOn = false"
 
This stops siren tones and horns from moving the traffic away from you in straight lines etc. 

If you hold ALT and then press the numbers along the top of your keyboard, it will change the light patterns of the headlights, tail lights. Can't remember which number does what but think you can do it up to number 6. There are 30 different settings for each number.

It comes with loads of optional extras, including an option to install RadianceV to make your lights brighter.
 

What plugins/scripts & callouts do you have installed.
 
I think it's more than likely that the callouts and plugins that you're using are taking some performance away from the game. You can remove your callouts and plugins and then add them in one by one to narrow it down until you find the plugin(s) that are reducing performance.
