No, I don't believe that's right. The Whelen Edge only has one level of lights on the lightbar. If you look at this video here, you can see that the outermost strobes are one level, but all the inner lights are two levels. The top levels are usually the red and blue lights, while the bottom level in the front are for takedowns and the bottom level in the back are for traffic advisory (amber) lights. I can't seem to find this model...

Like I said, I wasn't sure. The whelen edge was the one it most resembled. You should try asking someone like KevinDV. I know he has a broad knowledge of lightbars.

It may be possible that the side modules of that lightbar in the picture are strobes, the rear advisor is LEDs and well, I can't see the front. I may be mistaken though, some LED bars also have coloured glass such as that.

Anyway, for GTA 4, the link that Kevin gave is probably the best you're gonna get, unless someone makes this bar specifically. Should just be able to change the light/glass colors to what you want with the texture files (not sure about the half-and-half front lights, but worth a shot).
