Is there a way to play together  a friend and still be able top use LSPDFR and other scripts? even if its another script i have to download to do it. 

No. LSPDFR works with RagePluginHook and won't work online. You can't use ANY mods in GTA Online unless you wanna get banned.

I was thinking about using that but i dont want to play with a bunch of other people, i wantedto just mess around and play with a couple friends. And if im not mistaken, you have to pay to set up a server, correct?

No you don't have to. Server is free to setup and what not if you run it from your PC.

Yes, you need port forwarding.

Firemanbryce, did you end up downloading the stuff Him1250 suggested? I been trying to play with other people as well while using LSPDFR and other scripts 

There's no way of using LSPDFR online, via GTA Online or any third party modification.
