Firstly, I dont even know where to put this but i feel this would be fine for now. Does anyone know what happened to this mod?

It used work then just fell off the grid, wont work with any of the newer revisions of ragehookplugin or gta v. Anyone have a working one they are willing to release?

use the spotlight from this download is much better than the original spotlight. It is based off the org one but there is a lot of improvements

Sometimes the spotlight doesn't work because of  the vehicle you are trying to use it in.

When vehicle models are made, often time they position different objects in different places, therefore it messes up the spotlight's view and vantage points.
