The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

There is an RAR program called 7Zip, which might be what the .7z is. Open WinRAR and look in its settings. You should be able to set it as default for opening zip files.

.7z is a 7-Zip archive, for 7-zip. WinRAR should still be able to open it.

You can also install 7-zip from here: http://www.7-zip.org/download.html

It's free, and can open pretty much anything WinRar can, but it's Free/Open Source software.
