The best way to do this is either go into the individual places you put the cars and delete them, or just delete your mods folder.

Check each patchday for your vehicles and remove them.

In OpenIV, go to ASI Manager and uninstall ASI Loader and OpenIV.ASI and then click install again to reinstall them. Next, restart your PC, and try loading into the game again and see if that fixes it.

The Forecaster I did exactly how you indicated and still not working the Tahoe I entered lights are dim ELS

The lights being dim is a separate issue.  If all emergency lights are dim, try using the link below.  If it's only one car that the lights are dim, it's with that specific model.

Ok it's only 2 cars I entered cvpi and Tahoe the rest  lights are good

It could just be those models.  If you really enjoy them, you can still try Bright Lights, but just know that it may not do anything.  I have a couple ELS cars where the lights are still a bit dim just because that is how the model it.

Well that fixed the problem now the lights are blinding the crap out of me....damn I just can't win

In OpenIV, go to mods-->update-->update-->common-->data.  Extract visualsettings.dat to your desktop, open it and look for "car.defaultlight.emissive.on".  There's one for day and night.  You can turn down the value to cater them to how you want.  Save it, click "edit mode" in openiv, and drop it back in the same spot you pulled it from.
