So so far I've been in many call outs I was unable to stop them but there's times the other police are able to stop them sometimes I'm forced to shoot them because I'm unable to stop them and don't know the key, also having trouble pulling people over.

If I remember correctly (since I use a controller), holding the "e" key while aiming at a pedestrian will allow you to arrest them. Holding right on the d-pad for your controller will also allow you to arrest. Pressing shift for keyboard or "a" for controller while behind a vehicle will allow you to blip the vehicle, then you'll need to activate your sirens by either pressing "e" as the default key for keyboard, or pressing down on the left thumb analog stick for controller.

I own a PS4 and a 360 controller can I use either one or do I have to buy a PC controlelr?

360 one works fine.

I'm not too sure about the PS4 controller, I use the 360 controller and it works wonders. 

If you have a mouse with extra buttons (Mouse4-Mouse5) it can really help you. the only problem I have with controllers is that while they're easier to use and more comfortable, there are less buttons.

If you're holding E while aiming your weapon you will perform a "Takedown", then approacht the suspect and hold E and it will let you arrest the perp.

I have spent many hrs just fannying about until someone told me :)

I'm using a Logitech Dual Action controller and it's awesome as well.
