I currently have captin 14 lspd car pack installed which replaces most of the vehicles in the 'police slots' except for a few ......my question is this does anyone know any mod for me to replace the default police bike and also the emergency vehicles in north Yankton slots (snow patrol cars)

Check the download section or use the search bar. There have been police bikes released and chances are there is most likely a mod that would be suitable for the North Yankton slots.

Can get a little tricky when placing vehicle slots on the oldpolice1 & 2 slots, so take your time with the vehicle meta's and car variations. Same with bike too. I'm no expert but if you need any further help, let me know.

Then again there was no need for you to comment. Because as far as im concerned i posted in the tutorials & questions section.... i posted a question, so anybody that replies to my post should be responding to my question. If you didn't like my question or post. you could have easily carried on scrolling past my question. No one forced you to comment on MY post.
