Rebuilt pc, cant install LCPDFR, diagnostic tool freezes soon as it start the check

Im not sure what the issue is, I had the game working but I rebuilt my pc with a better processor, more ram, better graphics card, and a fresh install of windows. here is the error i get when installing. also the diagnostic tool freezes after it detects EFLC. i have restarted, reinstalled, and everything else no luck same issue. PC specs are below.
