While you are still limited to certain stuff, I know that people were using CodeWalker in order to install mods. Not sure if that is still an option or not though.

Yes Codewalker has support for Enhanced. I still use OpenIV because I'm more comfortable with it. You can either install ZEnhanced or just File > Open Folder of Enhanced. (If using ZEnhanced make sure to rename the "GTA5.exe" (a file made for OpenIV to work on Enhanced) file before launching RAGEPluginHook or it won't hook to your game.

If using the OpenIV method, it won't be able to read gen9 (Enhanced) specific files like .ydd or .ytd files but it can read your usual .xml and other text files. I believe Codewalker can read those other files for Enhanced.

Razed (the person behind NVE) is working on RPFKit https://rpfkit.com/ it is not available yet but will be another modding tool that will support Legacy & Enhanced. From what I see it's a less daunting version of Codewalker.
