i want to play GTA SA online using MTA but im using the steam version, is there a way to downgrade SA so MTA works and doesnt have any risk of getting banned from steam?

SA:MP doesn't support the Steam version of San Andreas.

It does, there are tutorials out there on how to. I myself use GTA:SA for steam and I have it downgraded to 1.0 for SAMP.
