Looks a lot like mdc.lcpdfr but I guess an offline version would be cool too. One suggestion would be to change the background of the screen so something more solid like black or have the lcpd logo but turn the opacity down so its easy to see. Someone may have mentioned this but I didn't have time to read every post

Color yes, but im not sure what you mean by the DOB emblem and car model

Changing the text so when you look for a car, the name what appears is the modded car's: for example, dodge instead dukes, and if it's possible changing the vehicle picture. And for the date of birth the same; I set my game in '93, so a guy who was born in the '88 still would be in the school (this one is not really important, is just for adding some realism).

Well for the DOB you can type what ever you want, unless your using what the lcpdfr ingame gives you than he cant really change the ages on the lcpdfr thing xD you type everthing and anything you want heck you dont need to type a thing just hit search and it will shoot up records and license status.

You can change the DOB, and I can give the coding to allow the DOB's to be stored in a text file. The user can then edit them as they please.
