The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I had this issue, reverted to a backup of a save game I had made earlier, problem gone.

DO NOT CONTINUE STORY MODE WHILST RUNNING RPH~ You will end up back here again (that is, if this is your problem).

If you want more support, you should really have followed the instructions on how to request support correctly.

Posting a screenshot of your game directory will assist others to see which mods (.asi and/or .NET) may be at fault here.

Are you using a mod folder? If so then the update you did was on the vanilla update folder, change it with openIV and it should update your mod folder also (OpenIV asked me to update it)
