Well,that Charger seems interesting.Those are the same rims which I first spotted on Stiopa's non-ELS Tahoe and later on Cj24's unmarked ELS Tahoe (which was the same,anyway).

I see its gfxle's creation,so I highly doubt of it being unlocked.I've seen that Charger before,though.

    It means its open to updates.

    Open = Developer will continue updating it

    Closed = No more planned updates

    Discontinued = No updates or tweaks to come, mod finished completely.
