It doesn't really work in my opinion, the times i have called it.....it destroys everything, me, the suspect, random motorists and the very matter that makes earth. 

I think it could be improved and made useful by instead of a buzzard spawning, have the annihilator spawn with 2 NOOSE guys with LMG's to shoot at the suspect, like GTA 4.Or just have the Police Heli spawn with 2 SWAT guys like the wanted level.

I cant do it, it breaks my game everytime i've tried to edit it, probably because of my incompetence

Change IsArmed to false in the entry and that will probably stop them from using the Buzzard's weapons.
