The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

They do on some occasions, it depends on what's in the way and where on the map you are. Keep in mind that AI vehicles have a set course that they must follow under normal circumstances. It's what prevents them from driving in opposite lanes, speeding excessively, or blowing through red lights and stop signs (more often than not) or driving up on the sidewalk striking a bunch of pedestrians. Certain dynamic circumstances change the driving behavior. Somebody being chased or scared of a gun shot will ignore driving "rules and regulations" but they will still make an effort to stay on the pavement. If they get knocked off into the grass on the side of the road, they will quickly attempt to get back on the road and continue driving. Likewise, an AI car within a certain distance of a siren will come to a halt almost immediately and pull to the left or right in an attempt to get out of the way. You also need to consider the fact that police traffic stops should often times take place in an area where you can approach the vehicle from the passenger side, not just the driver side. Having a vehicle slam into a wall because it's trying to pull as far over to the right as possible is going to prevent that, so the driver's side will be your only approach.

I'm not saying great pull over behavior isn't achievable, but it's not as easy as 1-2-3. For now, press E/G/whatever your horn key is to make them move up a little, and they'll sometimes re-position themselves to a better spot. I can assure you that quality traffic stops are certainly a priority in LSPDFR since it's a major part of the game and you'll likely see it develop more over time as this is only our 2nd major public release of the mod.

Ya that makes a lot of sense.It just bugs me the wrong way when i pull someone over and i have 50 cars behind me that wont pass

Use traffic police mod by albo, then you can use the mimick feature to make them pull over right where you want them.
