The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

Is lspdfr poorly optimized, because I'm using a gtx 970 overclocked to 1500mhz and a i7 4790k at 4.0ghz and I dip from 60fps to 52fps constantly  

Check that your 970 isnt being pushed over 3.5 gbs through msi afterburner.
