After I reinstalled the game for 0.3 I've had frame drops like crazy, before I kept a solid 60fps with only a drop to like 58 frames but now it drops down to around 50 frames, anyone else experiencing the same thing?

Temporary Solution: Set V into 50hz refresh rate, or your trying to use a 'sub-optimal' CPU.

To be fair, its hardly unplayable at that fps.

Especially if you set your monitor to display 50hz. It'll feel like 60fps.

Here take a look at this 

Go into settings, make sure Vsync is on, turn Refresh Rate to 50hz. Or overclock. Or get a better GPU.

I have a gtx 970 overclocked to about 1500mhz and I usually run gta 5 at 75 to 80 frames per second, and for some reason my gpu isn't being used to it's full potential 

Nvidia Control Panel > Manage 3D Settings > Program Settings > gta5.exe > Power Management Mode > Prefer Maximum Performance.
