Here's a list of common reasons for this error to occur:

• Improperly installed mods within dlcpacks (Ex. Installing a vehicle modification into patchday3 but it doesn't load correctly). To fix you must either remove those mods or fix the vehicles/dlcs not loading correctly.
• Missing vanilla dlcpacks in your mods folder (Usually it will tell you something like "One or more of the required DLCs are not present. Refer to the game console for more information"). To fix this simply find the missing dlcpack (in your regular GTAV files) and while in edit mode select "Copy to Mods folder", if you don't get this option you may already have it in your mods folder but for some reason GTAV isn't detecting it in game. If GTAV isn't detecting a dlcpack in your mods folder it's usually because you have a mod improperly installed there, read above.
• Realism Dispatched Enhanced (RDE). RDE and EUP aren't completely compatible in the current version of RDE, however it does seem to work with CERTAIN people. If you have RDE installed you must have World of Variety (WoV) installed for EUP and RDE to work together. Also note that for some people it helps to install EUP before RDE. If none of these work your problem may be with another mod, if you don't have any mods besides EUP and RDE it might be better to uninstall one or the other. 
• Wrong version of EUP or EUP Menu. Type "EUPMenuVersionInfo" in your RagePluginHook console (without the quotations of course), the versions should be EUP Menu 2.2.02 and EUP - Law & Order 7.5. If you have a different version for any of these you need to upgrade.

If you continue to see this error message I recommend joining our discord so someone from the Support team (most likely myself) can help you get your game fixed. I also recommend having TeamViewer because it's a lot easier for myself to help you fix your game, however it's not required. If all else fails you should probably start with a clean mods folder (But make a copy of your current one on your desktop). Hope this helps, good luck everyone!

I solved my problem. For anyone experiencing the same difficulties, try to replace your dlclist.xml and extratitleupdatedata.meta with the stock ones and add your custom dlcs one by one in the data files.

BTW GREAT UPDATE this 7.5, really enjoying it!!

Thats what it was for me as well. HUGE THANKS to "Roflins" over at fixing whatever the heck was wrong with my game. I think it was the dlclist....

I got a problem with EUP, I had first installed some cars in patchday3. But he was all time crashing. I have removed the cars, and he is crashing Now i have a clean installation and he is also crashing. :S. What can be the problem of it?

Hey I love the pack, but I'm having a couple of minor issues with two clothing items: the Beanie and the Gruppe Sechs body armor. I am manually replacing the freemode male clothing models and textures for these two items, but the model does not change, but the texture does (I can provide an example image in a few minutes). I have replaced the original freemode male beanie/armor model in my mods folder and regular files, but nothing seems to be working. All other models are swapping correctly except for these. Maybe installing through the .OIV would fix this, but I have numerous custom made models and textures that I do not wish to alter and it would seem like quite the time killer to do so. Can yall help with this?

I know this is in the FAQ's but i tried what it said and it still didn't work. The issue is that my Menu say's that i do not EUP- Law & Order Installed when i do have it installed i checked my dlc list and i added the line that i was supposed to and i put the Eup file in the Update, x64, Dlc packs and for some reason whenever i check back up on the dlc list for the line that i added it goes away and i cannot see it. I tried uninstalling everyhting and reinstalling but it is still not working i looked at videos for help and that didn't do anything, i also looking if anyone else has a solution and that was nothing so please help me someone. Thank you

Did you install it in your mods folder?

Hello guys! Since a couple of weeks I updated GTA V to the Gunrunning Update, just to install the new RDE 3.1, but every time I try to put EUP 7.5 along with it (classic readme install method), the game crashes saying "ERR_FIL_PACK_3", but since I downloaded the Gunrunning Update it started to crash if RDE 3.1 gets along with EUP 7.5. Although I reverted EUP to the 7.4 version, and it worked perfectly, maybe because the 7.4 version is all put in dlcpacks, not interfering with the update.rpf files (excluding the fact to write the EUP line in dlclist.xml, but it works properly). Maybe if you release a EUP 7.5 dlcpacks version (like EUP 7.4) it should work. I hope I'm not the only one with this issue.

I have tried modifying the EUP vests with new textures, HOWEVER, it says to locate the models in the EUP folder in this path: 

Grand Theft Auto V\update\x64\dlcpacks\eup\dlc.rpf\x64\models\cdimages\eup_componentpeds

I don't seem to have an eup folder in that path, and I tried the other path, which did contain an EUP folder.

Despite replacing the textures on the vests, none of it is working, and I keep getting the same default EUP vest.

Where can I edit the bump files of the uniforms? I'm trying to make a FHP uniform and the CHP patch shape appears under the FHP patch
