Well, if you can find a GTX 970 and an i5 4690k for a decent price, then I'd say grab them. That is what my PC has and I run LSPDFR and GTA 5 on very high settings at 60fps.

i second that the best graphics card to get for the price and performance is the gtx 970 then a decent processor you should be well on your way to a nice gaming rig good luck on bargain shopping its the hardest part of building a pc lol

This is the best I can do for now. You might be able to get a cheaper GPU, like an R9 280x. That will perform just as well, if not better, but they are usually a little bit cheaper than the 960. You can also get a cheaper case and monitor to lighten the price. You might also be able to get a cheaper power supply, but be aware that your PSU is one of the most important components, so you want to do your best to not cheap-out on that.

Is it worth it to get the I-5 4690 over the 4460? And the GTX 970 over the 960? If my budget went up.

Both processors are pretty much equally matched, as long as your not talking about the 4690K, with overclocks.
