Is there some way to repair your car after its damaged or swap it out without having to break out windows and "steal" one?

If you have ELS, turn on the lights.

If not, or it's a car, you can use a trainer, park it, save, then return, or go to a paint shop thing.

Hit the ` key, type "Heal", and hit enter (only works if you have ScriptHook .NET; you automatically do if you have LCPDFR).

Hit ` or ' (depending on your keyboard locality), type heal and press return (?).

Regarding scripthook, can it spawn money?

You can type help into the console to see a list of commands. As far as I can remember there is no money related command, you would be better off with a trainer, Simple Native Trainer is usually regarded as the best one.

Yeah there's no money command in the console however I second Snipers suggestion of SNT..... It's got loads of features.

You can fix cars with most trainers, and they make it easy. I'd suggest using SNT, as the others mentioned.

i had trainer but every time i called back up or pulled out my taser i was spawning random vehicles and choppers x_x so i deleted those files

You can fix that by disabling the hotkeys.
