We don't have counties in Canada, what is the distinction between Los Santos County and Los Santos?

Actually rural areas of canada have counties, though theyre often referred to as municipal districts. I'm from alberta so for example we have wetaskiwin, Wood Buffalo, Lac La Biche County, etc.
