I need help Community Team I don't Understand How can i Make A new Callout

To get started, you'll want to learn how to program using C#. Once you've learned this, you'll use the LSPDFR API and RAGE Plugin Hook to create the callouts. The RAGE Plugin Hook comes with some example projects for you to better understand some of the things you can do. There are plenty of examples in the API Development section and the github, and also some threads with some great tips.

I'm not experienced, nor do I have a lot of knowledge, but remember to first get the understanding of how C# works. If you don't know anything and are not willing to learn, you'll have a hard time with the simplest things.
After that, like Stray said, look through the threads here for tips and example code and also RagePluginHook Documentation (http://ragepluginhook.net/Documentation.aspx) which tells you what does what in-game and how to use it.
