Why is everyone waiting for Script HOOK V to update when LSPDFR uses RageHook ?

There are other script mods for GTA V - Script mods that uses the ScriptHook, for example.

If you have not made a backup of the game without any mods, I would highly recommend doing so in the future. Even though it's a HUGE game, I'd recommend deleting local content, then re-downloading the whole thing and making a backup.

I just deleted all contents in my GTA V folder and replaced it with the older version of the game.

In addition to this, set the auto-update settings for GTA V to "Only update this game when I launch it". Then, go to: Steam > Settings > Downloads and tick "Limit Auto-Updating Schedule" and set the time so there is no time to update (5AM to 5AM). Also, limit your bandwidth to 16Kbps.
