I notice there is a couple topics already but none that actually address the issue directly. 

Im using LSPDFR e and FinKones police radio. Im also using various .asi mods including all interiors, north yankton, enhanced native trainer, etc.

My issue is, if I load GTA from running Rage as admin, without scripthookv or dotnet in the file, all works but the .asi mods obviously.

If I put the file back in, and restart it, it shows rage start, and say enjoy but doesn't load LSPDFR, then when you press f4 to do it manually, the screen freezes as if the console is up but doesn't actually come up. At this point all the .asi mods are working, but its not possible to get LSPDFR started.

I see other people are having this issue but all the responses are very vague or just doesn't answer this issue.

Has anyone else had this issue and fixed it? or is there anyone else experiencing the same thing?

I had this issue. The way I got it to fix was removing all the text from the "startup.rhps" and then loading all files such as LSPDFR, SpeedRadar, PoliceRadio, or anything else in your "Plugins" folder once ingame.

i have the same issue. i've tried deleting everything in "startup.rhps" previously, didn't work for me either.

 

BUT here's how i worked my way around using the console at all; essentially you put all your plugins to writing in the startup.rhps file, include the "WarnOnPluginLoad false" line to play it safe.

WarnOnPluginLoad false
loadplugin "LSPD First Response.dll"
loadplugin "PlateChecker.dll"
loadplugin "speedradar.dll"
loadplugin "policeradio.dll"

 

mind you, this means lspdfr, platechecker, speedradar works from the get-go, but it doesn't change the fact that pressing f4 doesn't render the console visible. also the policeradio interface  isn't visible, but it works. pressing "c" brings up the interface, "Z" will then initiate a platecheck, "T" scrolls down aaaand so forth.

As I mentioned in another thread: Apparently the 0.1e version doesn't work if you are using ScriptHookV.dll. Download LSPDFR 0.1d instead and it should work. :)

Darn Danielwhuuh, I cant use 0.1d because the police radio only works with e, but hopefully a fix comes soon. I really appreciate everyone's help!!

WHAT Kurzmahole said to do FIXED IT. Of course like he said it doesnt fix the console freeze but it runs EVERYTHING. Only thing is, Police radio is invisible. If you played enough with it, you can know which one your on and it works. temp fix but i at least have my trainer!! Thank you guys!!

When I enter my game, Rage Hook welcome message appears and when I try to open the console with F4 game freezes (stops) and nothing happens. When I press F4 again, game resumes like nothing happened.

I tried typing help (although I didn't see anything where I should type) and nothing happens. In the Rage Hook log I find that there was an attempt to enter the help command but it doesn't say help, more like helpwd or helpaa.

I'm using the non-steam 1.0.372.2 version of the game. I tried unblocking all of the Rage Hook contents but that didn't help. I removed all other mods and scripthooks except Rage Hook. 

P.S. I tried putting the Indicators plugin in the Plugins folder but it didn't work in game.

Are you running RAGEHookPlugin.exe as an administrator?

If so, also try to remove all text from the "startup.rphs" file and save it before you launch the game again. You will have to manually load the plugins once ingame but doing this solved the problem you are having for me.

But i download LSPD First Response 0.1e Beta and what I notice no police station there I try to open the console with F4 game freezes (stops) and nothing happens..  press f4 still play ...also before download LSPD First Response 0.1d there work i can see police station icon on map but i try f4 command there not work so i used LSPD First Response 0.1e Beta right now firguer out .....  i not good english hope you get it thank you

no worries, bro. this has been driving me crazy for a couple of days, to the point of uninstalling the entire game and re-downloading it. been trying to get the "fix" out since i managed to find a way around it, might even pop up on the rageforums to spread the word. it's not ideal since we still can't see the console or the policeradio's interface, but it beats not playing lspdfr by a long shot!

 

edit:

 

on a sidenote; there's 2 other viable soultions.

1.) downgrade to lspdfrD instead of E, though this means that Finkone's policeradio will not work as it requires the newest version of the ragehook.

2.) get rid of your scripthook entirely, although this means no trainer, speedradar(?), basically no mods that require the scripthook.

Now LSPD First Response 0.1e Beta  work i can see police station .... But no lucky f4 tying as command ....what I should do......

 

I am having this issue but with ScriptHookDotNet - whenever it is present in the game's directory LSPDFR will not load and F4 just halts the game like other people have said.

ScriptHookV is fine but I cannot use Searchlight mod with that - https://www.gta5-mods.com/scripts/simple-police-searchlight
