I'm looking to see if anyone is willing to make me a detailed skin of the files provided.

This is because I have a blank car pack, and I cannot make skins whatsoever.

I honestly don't care how it looks like as long as it looks nice and detailed.

I have provided the files for the skinners.

Liberty County State Police...? What?
when asking for skins, its best to ask for what models you want or wait until someone responds to accept the request to give or state which models you want, instead of posting all the templates. In this case, IR FPIS, Charger, Tahoe, and imma guess Trewq Caprice.

P.S. You posted the Tahoe twice. 

I have never heard of County State Police... If you mean just Liberty State Police, I already requested similar skins/models on this forum. So far nobody has offered to make them.

I would probably be willing to make some skins if I knew what Liberty State Police looked like lol.
