I haven't seen any LA Seals with LC instead. You could probably edit this one and put Liberty City with the same font and style.

@DrDetroit That kind of temperature converted to Celsius is kinda good.  On idle, 30C/40C (80F/104F) is the norm, under load is 60C/70C (140F/158F). But even then, for you a water cooler would work to reduce it a bit. Same as for Pavement, a H55 is good, but if you are gonna overclock, maybe get a H80i or even a H100i. Read reviews around the web.

Most CPU fans work with both Intel and AMD motherboards. You would have to follow closely the instructions, but first read the specs on the manufacture website to make sure it will work with your type of CPU. I recommend to look up your motherboard on PCPartPicker and choose a CPU cooler from it. Not sure what CPU cooler you are currently using, but the most popular one is the CoolerMaster Hyper 212 Evo. Just make sure it can fit on your case. You could also go for a CPU water cooler like the Corsair H55 which costs around $50. depending where you buy it.

I just ordered the Hyper 212 Evo today for my PC.

The LAPD Dodge Charger has been done and released (look it up). The SDPD and NYPD models have been done just not released. Reason are because of rippers. Many modders don't want their models/equipment being abused so they rather not release it to the public and most respect their decisions. Look at the downloads sections and you'll see why people rather not release and keep them to themselves.

In the end, its best to respect their decision and let them decide whether they ever wanna release it or not. There are many other unlocked models out there if you look around. (LCPDFR is not the only GTA IV modding site you know)

just a quick suggestion: try making cars with all the dev parts avaideble and show the community how good you really are, then maybe people will give you unlocked parts (I said maybe).

its normal that experianced modders wont give out models they have paid for, converted and templated to just another random dude who has nothing released (no offense)

It's a nice thing to say that, but you've to understand people are not going to trust a random person suddenly appearing claiming they are going to do great models and stuff. It's natural to be suspicious, especially around here where a lot of rippers are just waiting for stuff like that.

There are a tonne of reasons why people with the interceptor sedan models refusing to release them unlocked. The downloads section can give you a good reason why.

It did not say they were not allowed to speak to lawyers. It said few lawyers and attorneys were granted access which still isn't a crime. It just means that either A) they never charged AND interrogated people there, or B) the suspect never asked for one.

MOST states adhere to 72 hours without being charged. The gentleman interviewed said he was held for 17 hours, which is perfectly legal.

    MODERATOR NOTICE
Moving to GTA IV Discussion as this really isn't a suggestion to LCPDFR, but rather a suggestion for a GTA IV overhaul.

Most of the things you've named aren't really feasible. LCPDFR 1.0d is as stable as it gets, try removing other mods if you wish your game to be more stable.

Changing the AI is not really possible, it is hard-coded into GTA IV.

Such a system is more suited for clans, something that we're not really aiming LCPDFR at. There are a few third-party MDTs in development though.

Walking is possible in GTA IV, use a controller.

Not sure what you mean with real-life names. If you pull over a Marbelle, it is a Marbelle in the game, unless you mod it. And even though you mod its appearance, it is still a Marbelle. For example, the Police Cruiser is not a Crown Victoria. It is a Police Cruiser (later retconned as Vapid Stanier). We do not support third-party mods, and as such no effort from our side will probably be made to detecting cars etc. LCPDFR is designed for a vanilla copy of the game, and always keeps this in mind.

An ALPR system is built into LCPDFR 1.0 :) Press "E" and activate the function when in a police car.

Most trash is part of textures and will require massive amounts of work, and this isn't pertinent to the LCPDFR modification.

Most streets have names. Again, this is way too big to do and isn't pertinent to LCPDFR. If you need backup, you can put a marker on your map and press "ALT+B" and  the backup will drive there with almost pin-point accuracy.

Turning off blips is something you can do with third-party mods, and in my opinion, LCPDFR relies on icons too much for it to be fun to turn them off.

Again, those are third-party modifications and isn't pertinent to LCPDFR.

I am not a developer, but I am fairly certain this is the general consensus regarding a giant overhaul. LCPDFR is good as long as you don't add too much to it, not everyone may like new features that removes or adds major things. Everyone likes different things, and we try to please everyone by keeping LCPDFR as open to everyone as possible.

EDIT: As a few pointed out, a nice please is always cool :P We (Staff, Development and Management) do this for free, in our spare time. Most "payment" we get is "please and thank you". Never hurts! :D

Does it make life easier for you?
    Absolutely.

How do you use technology on a daily basis?
Chatting with people, Youtube, Adobe CS, and Tutorials.
It's worth noting that I spend most of my day at the computer.

Your opinion on schools using technology?
    If it works, sure.

How schools in your area use technology.
    iPads, Macs, PCs, Smartboards, etc.

What do you own? Laptop, desktop, tablet, smartphone, E-reader?
    Laptop, and smartphone.

What kind (Brand/Model/OS)? (Please do not start a brand/OS war)
Some Acer laptop (nothing fancy), and a Galaxy S4.

Have you cut your cable/satellite provider for a streaming service like Netflix, Hulu, ect? Or do you still have a provider?
I don't watch much TV. I really only watch one show, but I can find it on Youtube.
We still have cable in the house because my parents can't wrap their heads around using the internet.

Do you still have a home phone? Or, if you do not, since when have you not had one?
Funny you asked this. Just the other day, we were talking about getting rid of it. Anybody who wants to speak to us probably has our cell number, and the home phone is ridden with telemarketers. We don't need it.

Do you read books? If so, do you prefer paper/hardcopy or ebooks?
I only read when the school tell me to read. It's just not something I do for fun. I haven't tried eBooks, but I like the idea. Reading on a screen is much easier for me.

Since you linked me to this, I feel compelled to contribute... Here goes: (In order of your questions)

Of course Technology makes life easier to me, from writing essays to do research it is all available at the press of a button.
I use Technology for school, mostly research. My current courses don't require as much essay writing etc. So I would mostly use it for researching and compiling reports on certain things, especially scientific aspects of school life. Apart from this, I use technology to interact with peers, to plan my day and most importantly, as a pass time. Modding and gaming etc.
Schools need to progress to technology. You are always preached to by schools to use less paper etc. to save the rainforests, and such. Ironically, schools use hundreds of books per year. Lets take an example, in the full Campus, we have 2,000 pupils, on average I would use 4 books per subject each year. I have 16 Subjects. This amounts to 64 books to year per pupil and 128,000 Books each year for the whole school. I don't know the figures, but I'm gonna go ahead and say that's quite a few trees... A lot of this wastage can be reduced by advancing with technology. For example, in most classes we use our laptops to take notes, but maybe we could progress this to using iPads (or other devices) to do our work and studies. So, in my opinion, schools need to use technology more...
The schools themselves, use technology to keep track of pupils, results, progress etc. Also, IT departments here all have Computers for the students, although most people use their own laptops.
Packard-Bell Custom Laptop, an iPad of some generation (Currently in 3 or 4 individual pieces), iPhone 4S (No need to upgrade when this does me fine), Kindle Fire HD.
Apple and Windows. I don't have anything against other OS's or Brands, but I've used this for so long and I know the ins and outs of the system, so changing at this point is a definite no for me.
I still have Sky (Satellite TV), but I don't use it often, just to record certain shows. I have netflix as well, but not enough time to watch anything...
Yeah, I still have a landline phone, simply because most companies have that number, (like the bank, credit car company etc.), so it wouldn't be worth the effort to get in contact with all of them to let them know about a number change.
Yes, I read a lot actually. Hardback, hardback, hardback... Simply because whilst taking an English Literature course, there is a lot of analysis of books and you constantly need to write on them, which is hard to so with an ebook. Also, I find ebooks, especiialy the Kindle Fire, hard on the eyes to read for a prolonged period of time. Whereas paper copies are fine for me. I hope that answers your questions. If you have anything else to ask, just PM me on Skype.

Modding is not something you can pick up in a day. It takes hard work and many frustrating hours of pain and agony to make it perfect. I'd suggest to still look around for the model that you want and if you do find it, then great.

In order to make models, you need to have an unlocked model to work with. The issue is, the only unlocked Caprice out there that I know of is by Britishpolicemods, whom took the model from Google sketch-up, meaning it is very low quality and shouldn't really be played around with.

However, once you have an unlocked model and are ready, you need to own Zmodeler. I believe the cost for the program is in the 20 dollar range last time I checked but I could be wrong. With Zmodeler you can add things like police equipment to a model. There are countless people and tutorials out there that can help you with modeling and I'm sure, in due time, you'll get the hang of it.

Education is an earned priviledge. We have soldiers who make sure of that. Sure, it's free but... in all reality nothing is free. Many have paid the price making sure we all have an opportunity to education. Some of which maybe shouldn't get a chance at it. Anyways, I think its a priviledge thats earned, not necessarily by individual people, but ultimately the men and women serving our country, today, and in the past have paid a price.

Education, in my opinion, is an earned privilege. I feel like most students in the US, today, abuse this privilege and use it as a "social hangout." I, go to an Early College High School where you have to apply and get accepted. This is obviously an earned privilege to attend this school based on your previous education experiences. I agree with Dayton above in that, some people, do not deserve a chance at education if all they do at school is cause trouble and waste valuable taxpayer money.
